A live casino streams real dealers running real tables, mainly roulette, blackjack, baccarat and game shows, and you bet on each round through an app or website. In the Balkans, live dealer games are offered by licensed operators under their online casino approvals: in Croatia, Germania Sport, PSK and Super Sport all run live sections, and Serbian law sets a separate 25% fee for live games. The house edge depends on the game: 2.70% on single-zero roulette, 1.06% on a baccarat banker bet, and 96.08% RTP on Evolution’s Crazy Time. 18+ only.

This guide explains how live games work, the published odds of each, how they are regulated in each country and where licensed operators offer them, stated as each operator’s own pages showed on 15 October 2026. We have no deals with any operator and do not link to them. For the full market picture, see our online casino guide.

How live dealer games work

A live game is filmed in a studio or a casino and streamed to your screen. The dealer spins a real wheel, deals real cards or turns a real game-show wheel, and the result is read by the studio’s systems and settled on your account automatically. You place bets in a timed window before each round; when the timer ends, betting closes and the round plays out.

Three things set live games apart from computer-generated (RNG) casino games:

  • Pace. A live round takes longer than an RNG spin because a person deals or spins it, so you play fewer rounds per hour.
  • Table limits. Each table has a minimum and maximum stake, often higher at the bottom end than on RNG versions of the same game.
  • Studios and providers. Most live tables come from specialist studios such as Evolution and Ezugi; some operators also run branded tables of their own.

The odds of the classic games do not change because a human deals them. Single-zero roulette has the same 37 pockets live or online, and a blackjack shoe follows the same rules whether it is dealt in a studio or simulated.

Live roulette: rules and house edge

Roulette is the most common live game. The wheel decides the house edge:

Variant Pockets Straight-up pays House edge RTP
European (single zero) 37 35 to 1 2.70% 97.30%
French, even-money bets with “la partage” 37 35 to 1 1.35% on even-money bets 98.65% on those bets
American (double zero) 38 35 to 1 5.26% 94.74%

The arithmetic is simple: on a single-zero wheel, a straight-up bet wins 1 time in 37 and pays 35 to 1, so it returns 36 units for every 37 staked on average, which is 97.30%. The extra zero on an American wheel lowers that to 36 in 38. If a table offers both, the single-zero wheel is the better bet every time.

Lightning Roulette and other multiplier tables

Multiplier games change the payout table to make room for big wins. In Evolution’s Lightning Roulette, one to five “lucky numbers” are struck in each round and get multiplied payouts of 50x to 500x, while a straight-up bet that is not struck pays 29 to 1 instead of 35 to 1. The multipliers do not add free value; the lower base payout pays for them. Several Croatian licensees list Lightning Roulette in their live lobbies.

Live blackjack

Live blackjack follows standard rules: beat the dealer’s hand without going over 21, with blackjack usually paying 3 to 2. The house edge depends on the table rules (number of decks, whether the dealer stands on soft 17, when you can double and split) and on how you play. With correct basic strategy, the edge on common rule sets is well under 1%; with guesswork it is several times higher. Check the game’s help screen for the rules and the stated RTP before you sit down.

Seats at a classic live table are limited. Games such as Evolution’s Infinite Blackjack let any number of players play the same starting hand, each making their own decisions. Side bets, such as pairs or 21+3, pay more but carry a higher house edge than the main game.

Live baccarat

Baccarat has three main bets with fixed odds under standard eight-deck rules:

Bet Usual payout House edge
Banker 1 to 1, less 5% commission 1.06%
Player 1 to 1 1.24%
Tie 8 to 1 14.36%

The banker bet has the lowest edge; the tie bet one of the highest in the casino. No-commission tables change the banker payout on certain winning totals instead, which changes the edge, so read the payout table at the table you choose.

Live game shows

Game shows are wheel or board games run by a host, often with bonus rounds. Their RTP is set by the game’s design rather than classic casino odds, so check each one. Evolution states an RTP of 96.08% for Crazy Time, with a maximum multiplier of 20,000x in its bonus game. That is lower than single-zero roulette, because part of the return is concentrated in rare, very large wins. Game shows suit entertainment budgets, not attempts to grind out value.

Live casino at licensed operators

We checked the operators’ own live casino pages on 15 October 2026. This is what they showed; offers change, so check the operator’s site for the current tables.

Operator Licensed in What its own pages showed
Germania Sport Croatia (online casino approval since 2019) “Casino uživo” section with its own Germania Live Black Jack (€1 to €200 per hand) and Germania Live Roulette and Auto Roulette (€1 to €5,000)
PSK (Hattrick-PSK) Croatia Live lobby with roulette, blackjack, baccarat and game shows from Evolution, including Lightning Roulette
Super Sport Croatia Casino lobby with a live (“Uživo”) category and Evolution among its providers
Serbian operators Serbia Live dealer games are a regulated product with their own fee rate (Art. 102); check each operator’s lobby
Casino Portorož Slovenia The only online casino concessionaire; we did not verify a live dealer offer

The full list of Croatian licensees is in our best online casinos guide and the Croatia guide.

How live games are regulated in each country

Croatia

Live tables at Croatian licensees run under their online casino approvals from the Ministry of Finance, which cost EUR 600,000 under Article 38 of the Games of Chance Act as amended by NN 72/25. The Tax Administration’s list of approved online operators shows which approvals cover casino games. Licensees must connect to the HZJZ self-exclusion register, so an excluded player is shut out of live tables as well as slots.

Serbia

Serbia treats live dealer games as a separate category. Article 102 of the Games of Chance Law sets the online operator’s monthly fee at 15% of the difference between stakes and winnings, and at 25% for games broadcast live in which players play against the operator, such as roulette, blackjack and baccarat, with a minimum of EUR 50,000 a month. Operators need an approval from the Uprava za igre na sreću; the approved list is in our Serbia guide.

Slovenia

Only concession holders may offer online games, and only the games in their concession contract. Casino Portorož is the only online casino concessionaire in the 2026 concession register. See the Slovenia guide.

Bosnia and Herzegovina, Montenegro, North Macedonia, Albania

The Federation of BiH has no legal basis for online casino at all, so live casino is not licensable there. Montenegro licenses online casino by approval to companies with a land-based approval. North Macedonia’s internet games become a state monopoly from 2027, and Albania has had no online casino since 1 January 2019.

Live poker-style tables

Live casinos also run poker games played against the house, not against other players. In Casino Hold’em, for example, you and the dealer each get two cards, five community cards are dealt, and you decide after the flop whether to call or fold. Because you play the dealer, these tables are casino games with a built-in edge, set by the paytable, rather than poker rooms. That distinction matters in Serbia, where Article 10 item 31 of the Games of Chance Law bans online poker played between players, but live casino games against the operator are licensed and carry the 25% live-game fee.

How to read a live table before you bet

Every live table has an information panel, usually behind an “i” or menu icon. It is worth a minute before the first bet, because it holds the facts that matter:

  1. Game rules. For blackjack: number of decks, whether the dealer hits or stands on soft 17, doubling and splitting rules, and what blackjack pays. For roulette: single or double zero, and whether la partage or en prison applies.
  2. Payout table. Every bet and what it pays, including side bets and multipliers.
  3. RTP. Many providers state the theoretical return of each bet in the help screen. If the figure for a bet looks low, it usually is.
  4. Table limits. The minimum and maximum per bet, and sometimes per bet type.
  5. Disconnection policy. What happens to an open bet if your stream drops. Rounds are normally settled on the result even if you do not see it.

If the panel and the payout you were shown in the lobby do not match, take a screenshot and ask support before you play.

Live casino on mobile

Live games are built for phones, but they stream video for the whole session, so they use far more data than RNG games. On a mobile plan, play over Wi-Fi where you can, and lower the stream quality if the picture stutters; most tables offer a quality setting. A dropped connection does not cancel a round that has started. Licensed Croatian and Serbian operators run their live sections inside the same apps or mobile sites as the rest of their casino, and the same account limits apply.

Live roulette vs RNG roulette and other choices

Question Live table RNG version
Odds of classic games Same rules, same edge Same rules, same edge
Rounds per hour Fewer As many as you click
Minimum stake Usually higher Usually lower
Bonus wagering Often counts little or nothing Often counts partly
Data use on mobile High (video stream) Low

Fewer rounds per hour can make a budget last longer at the same stake, which is one practical argument for live tables. On bonuses, live games often count for little or nothing towards wagering; our casino bonus guide explains why.

Three myths about live tables

“Tracking past results helps.” Roulette and game-show screens show the last results, but every spin is independent. A number that has not come up for 100 spins is no more likely on the next one.

“Betting systems beat the edge.” Doubling after a loss, or any other staking pattern, changes how your results are spread, not the house edge on each bet. Table maximums also cap how far a doubling system can go.

“A human dealer can be influenced.” Dealers follow fixed procedures, and wheels and shoes are monitored by the studio. If you suspect a fault, report the round ID to the operator; at a licensed operator you can take an unresolved complaint to the regulator.

Practical tips before you play live

  • Read the payout table. Multiplier and no-commission variants change the payouts and the edge.
  • Check the limits. Minimum and maximum stakes are shown on the lobby tile or at the table.
  • Use a stable connection. If the stream drops, the round still plays out; the operator’s terms say how disconnections are settled.
  • Skip side bets unless you accept their higher edge.
  • Set a time limit. Live games feel social and slow, which makes sessions run long.

Paying in and out works as for the rest of the casino; our payment methods guide covers what licensed operators accept.

How we checked this page

On 15 October 2026 we opened the live casino pages of Germania Sport, PSK and Super Sport and recorded what they showed, read Evolution’s own pages for Lightning Roulette and Crazy Time, and read Article 102 of Serbia’s Games of Chance Law and Article 38 of the Croatian Games of Chance Act. Roulette and baccarat house edges are our own arithmetic from the standard rules. Written by Ana Kovač and fact-checked by Maja Horvat. Back to the Balkan Gambling home page.

Frequently asked questions

What is a live casino?

A live casino streams real dealers running real tables from a studio or casino floor. You bet through the operator’s website or app in a timed window before each round, and the result is read by the studio’s systems and settled on your account automatically. Roulette, blackjack, baccarat and wheel-based game shows are the most common live games.

Is live roulette fair?

At a licensed operator, live roulette uses a physical wheel under the same rules as an RNG version, and the odds follow from the wheel. A single-zero wheel has 37 pockets and a house edge of 2.70%; a double-zero wheel has 38 pockets and an edge of 5.26%. Multiplier variants such as Lightning Roulette change the payouts, so read the table before you bet.

Which live casino game has the lowest house edge?

Blackjack played with correct basic strategy under common rules has an edge well under 1%. Among fixed-odds bets, the baccarat banker bet (1.06%) and the player bet (1.24%) are low, and even-money bets on French roulette with la partage carry 1.35%. Game shows and side bets usually carry higher edges than the classic table games.

Which licensed operators in Croatia have a live casino?

On 15 October 2026, Germania Sport showed a Casino uživo section with its own live blackjack and roulette tables, PSK showed a live lobby with Evolution roulette, blackjack, baccarat and game shows, and Super Sport showed a live category with Evolution among its providers. All three are on the Tax Administration’s list of approved online operators.

How does Serbian law treat live dealer games?

Article 102 of Serbia’s Games of Chance Law sets the online operator’s monthly fee at 15% of the difference between stakes and winnings, but at 25% for games broadcast live in which players play against the operator, such as roulette, blackjack and baccarat. The total monthly fee has a minimum of EUR 50,000. Players are not taxed on winnings from licensed online casino.

What is the RTP of Crazy Time?

Evolution states an RTP of 96.08% for Crazy Time, with a maximum multiplier of 20,000x in its bonus game. That is lower than single-zero roulette’s 97.30%, because much of the return sits in rare, large bonus-round wins. Treat game shows as entertainment with a set budget rather than as a way to grind out value.

Do live casino games count towards bonus wagering?

Often only partly or not at all. Bonus terms commonly count slots at 100% and table or live games at a lower rate, sometimes zero, so a bonus can take far more betting to clear on live tables. Check the game-contribution list in the bonus terms before you opt in, and play without a bonus if you mainly play live games.
