Betting sites in the Balkans are licensed country by country, and a licence in one country does not cover the next. Serbia’s regulator lists 25 online operators, Croatia’s tax administration 12 online licensees and the Federation of BiH 8, while Slovenia relies on two concession holders and North Macedonia is moving online betting to a state company. Mozzart, MaxBet, Admiral Bet, Meridianbet, Soccerbet, Balkan Bet, Germania and Premier are the brands most people search for.

This hub explains which bookmaker (kladionica) is licensed where, what to compare before you open an account and how sports betting is taxed in each country. Every bookmaker on this page is described for information only: we have no commercial relationship with any of them, so there are no links, sign-up buttons or bonus figures, and unlicensed sites appear only as a risk. All facts were checked on 15 October 2026. Back to the Balkan Gambling home page.

Licensed betting sites by country

Each country runs its own system, from a licensed open market in Serbia to a state monopoly in North Macedonia. The table shows who regulates online sports betting, how many licensees there are and where the official list sits.

Serbia

Serbia has the deepest licensed market in the region. The Serbian regulator’s register of online operators named 25 companies on 15 October 2026, among them MOZZART D.O.O. BEOGRAD, MAX BET D.O.O. BEOGRAD, ZBET.RS D.O.O. KRAGUJEVAC (Admiral Bet), MERIDIAN TECH D.O.O. BEOGRAD, PHUKET D.O.O. BEOGRAD (Soccerbet), BALKAN BET D.O.O. BEOGRAD, ACT 4 BET D.O.O. BEOGRAD (Superbet), ALPHAPEX D.O.O. BEOGRAD (Oktagonbet), BET WINNER D.O.O. BEOGRAD (Betole) and PIONIR INTERNACIONAL D.O.O. BEOGRAD (MerkurXtip). Pinnbet is not on it. Approval costs a EUR 500,000 deposit or guarantee and EUR 10,000 a month plus a share of revenue, so the list is mostly long-standing shop chains. The full list and the rules are in our Serbia guide.

Croatia

Croatia licenses 12 online operators, listed by the Croatian Tax Administration page on unlicensed online gambling: Adria Casino (senator.hr), Favorit Sportska Kladionica (favbet.hr), Germania Sport, Hattrick-PSK (psk.hr), Hrvatska Lutrija, Interigre (admiral.hr), Major Internacional (luckia.hr), Modern Games (olybet.hr), Palisada (vegas.hr), Super Igra (arenacasino.hr), Super Sport and Top Games (rizk.hr). Mozzart and bet365 are not licensed, and their .com domains sit on the same authority’s blocklist of more than 1,400 sites. Superbet received a new betting licence in late 2025, reportedly, but was not yet on the online list. Our Croatia guide covers the advertising and tax rules.

Bosnia and Herzegovina

The Federation’s online list of 30 September 2026 names seven approved bookmakers: Premier World Sport, Formula, Williams Kladionica, Sport Plus, Sport Plus Win, Bet-Live and Mozzart BH Play. Lutrija BiH, the lottery company, holds its online right by law and is not on the list. Online casino has no legal basis there. Republika Srpska licenses internet games to companies with servers in the entity; maxbet.ba, for example, shows a licence for KRIJCOS d.o.o. Bijeljina. Brčko District has its own law. See the Bosnia and Herzegovina guide for the three regimes.

Montenegro, Slovenia, North Macedonia and Albania

Montenegro replaced its 2004 law on 14 August 2025. The government’s last published list (2 July 2025) had 13 concession holders under the old law, including meridianbet.me, maxbet.me and admiralbet.me; we found no list of approvals under the new law. Slovenia allows online betting only through concession holders: Športna loterija runs e-stave.com and Loterija Slovenije runs e.loterija.si. North Macedonia’s July 2026 law gives internet games to a company wholly owned by the state from 1 January 2027 and requires a .mk domain. Albania closed online casino from 1 January 2019; a 2024 law allows online sports betting, but the licence tender had not formally opened as of August 2026. Read more in our guides to Montenegro, Slovenia, North Macedonia and Albania. Bulgaria, by contrast, licenses betting and casino openly through its National Revenue Agency (31 online licensees on the register of 12 October 2026); see our Bulgaria guide.

Our bookmaker guides go deeper on the eight most searched brands: Mozzart, MaxBet, Admiral Bet and its different country sites, Soccerbet, Meridianbet, Balkan Bet, Germania Sport and Premier Kladionica. Two names that confuse people: Superbet (Serbian company ACT 4 BET, Romanian parent) is not the same business as Croatia’s Super Sport, which is Entain-owned; and Pinnbet does not appear on the Serbian register.

What to compare between bookmakers

Bonus headlines get the attention, but four things decide what a betting account is worth over a season: the margin built into the odds, the payout rules, the app and how live betting works.

Odds margins: the hidden price of every bet

Every price contains the bookmaker’s margin. To find it, turn each decimal odd into an implied probability (1 divided by the odd), add them up and subtract 100%.

Market Odds Implied probabilities Total Margin Long-run return
Football 1X2 2.50 / 3.20 / 2.90 40.0% + 31.3% + 34.5% 105.7% 5.7% about 94.6%
Tennis, two-way 1.85 / 1.85 54.1% + 54.1% 108.1% 8.1% about 92.5%
Football 1X2, tighter book 2.60 / 3.30 / 3.00 38.5% + 30.3% + 33.3% 102.1% 2.1% about 97.9%

The figures are examples to show the method, not quotes from any bookmaker. Margins compound on accumulators: four legs at a 5% margin each return only about 82% of the fair price in the long run (1/1.05 to the fourth power). Compare the same match across two or three books before you place a bet, and expect wider margins on smaller leagues and in live play.

Payout rules and tax withholding

Licensed bookmakers publish payout rules in their terms: how voided legs are settled, the maximum payout per ticket and how quickly winnings reach a bank account. Read those three items first. Tax is the other half. In Croatia, Montenegro and Republika Srpska the licensed operator withholds tax on winnings before it pays you, so the amount you see on a ticket is not always what you receive.

Country Tax on betting winnings at licensed operators
Serbia Not taxed (special games, Personal Income Tax Law Art. 83)
Croatia 10% to 30% depending on the amount, withheld by the operator
Republika Srpska 10% above 1,000 KM up to 30% above 100,000 KM, on payout minus stake
Montenegro From 1 January 2026: 0% up to €50, 10% from €50.01 to €1,500, 15% above €1,500, net of stake
North Macedonia 15%; residents must self-declare winnings from abroad by the 10th of the following month
Albania 15% with no costs deducted, on winnings in Albania or abroad

Betting apps

Bookmaker apps reach players in two ways: through the official app stores, or, on Android, as an installation file (APK) offered on the bookmaker’s own website. Which route applies depends on the brand and the country. Install only from the operator’s own domain for your country or from the official app store, never from a third-party download site. Check that the app belongs to the right country site: a .rs app logs into a Serbian account, not a Bosnian one. Our bookmaker guides cover the app of each brand in detail.

Live betting

Live (in-play) betting is where margins tend to be widest and decisions fastest. Before you rely on it, look at three things in the bookmaker’s rules: whether a short acceptance delay applies to live bets, whether cash-out is offered and on which markets, and how the site settles a bet when a data feed fails. Crash games such as Aviator often sit in the same apps; see our Aviator guide before you mix them with sports betting.

Bet types worth understanding

Three ticket types cover most of what players in the region place. A single is one selection at one price, so you pay the margin once. An accumulator (often called a combined ticket) multiplies the odds of several selections, and every leg has to win; the potential payout grows quickly, and so does the share kept by the bookmaker, as the four-leg example above shows. A system bet splits one ticket into several smaller combinations, for example every double and treble from four selections, so the ticket can still return something if one leg loses. System bets cost more per ticket because each combination is a separate stake.

Whatever the type, the useful habit is the same: work out the total stake and the realistic return before you confirm, and check how the bookmaker settles a postponed or abandoned match, because that rule changes the odds of an accumulator after you have placed it.

A five-point checklist before you open an account

  1. Find the company on the official list for your country (uis.gov.rs, the Porezna uprava list or the Federation list).
  2. Compare the margin on two or three matches you would actually bet on.
  3. Read the maximum payout per ticket and the rules for void legs.
  4. Check which payment methods pay out, not just which ones accept deposits.
  5. Set deposit and time limits on the first day, before any bonus.

Self-exclusion, limits and identity checks

Self-exclusion is where a licensed bookmaker differs most from an unlicensed one, because national systems reach every licensed operator at once. The rules differ by country:

Country Self-exclusion system Key rules
Serbia Through any online operator; the Uprava relays it to all others where you hold an account (Art. 95a) Minimum 24 hours; a permanent exclusion cannot be reversed for 12 months
Croatia National register at the Croatian Institute of Public Health (HZJZ), apply at hana.hzjz.hr with e-Građani Live since 1 August 2025, visible to all operators since 1 November 2025; revocable only after 3 months
Slovenia National self-exclusion (ZIS Art. 9): form on FURS eDavki, filed at a casino or with a licensed online operator 6 months to 3 years, irrevocable during the period, online included
Montenegro Request to the operator, which must act within 24 hours (Art. 14); register kept by the regulator (Art. 15) Exclusion and limits
Federation of BiH No self-exclusion register found Use the operator’s own limits

Identity checks come with the licence. North Macedonia’s new law goes furthest, requiring a high-assurance electronic ID and the personal number EMBG for online play. Elsewhere, expect to confirm who you are before a bookmaker pays out, and set deposit limits on the first day rather than after a bad week. An unlicensed site sits outside every one of these national systems.

Payment methods and withdrawals

Payment rules are partly written into the law. In the Federation of BiH, deposits for online betting go only through the operator’s licensed shops or banks in the Federation (Article 115). Montenegro’s law lists bank card, bank transfer, mobile or internet banking and cash at a venue as deposit routes for licensed sites (Article 84). Some operators add their own caps: Loterija Slovenije, for example, states deposit limits of €500 a day and €2,500 a month on its own site. Beyond that, each bookmaker lists its methods and payout times in its terms, and our bookmaker guides record them as the operators’ own pages state them. Check that the method you deposit with can also receive a withdrawal before you rely on it.

Licensed bookmakers at a glance

The list below shows a cross-section of operators from the official lists: three bookmakers from the Serbian register and one bookmaker from the Federation of BiH list. Croatian and Slovenian licensees are not in it; the tables above describe them. Each licence covers its own country only. The order is not a ranking and nobody paid to be in it, so there are no links and no bonus figures.

Licensed bookmaker vs unlicensed betting site

What you get Bookmaker licensed in your country Site without a local licence
Supervision Your country’s regulator or tax authority None in your country
Self-exclusion National systems in Serbia, Croatia, Slovenia and Montenegro apply Not connected to any national system
Complaints Local regulator or tax authority No local route
Tax Withheld or exempt under local rules Not addressed in official guidance in most countries
Your position Permitted play Prohibited in Serbia and the Federation of BiH; fineable on paper in Croatia, Montenegro, North Macedonia, Republika Srpska and Brčko
Access and payments Local banks and shops Domains blocked in Croatia, Serbia, Slovenia and North Macedonia; card payments blocked in Montenegro

The risks are concrete. Croatia fines players EUR 1,320 to 6,630 on paper and publishes a blocklist of more than 1,400 domains that includes mozzart.com and bet365.com. Serbia’s law allows IP blocking and payment blocking of foreign operators without approval. In Montenegro, banks have blocked card payments to foreign gambling merchants since mid-2024. In Albania the minimum age is 21 and no online sportsbook holds a licence. We do not describe any workaround for blocking.

How we checked this page

On 15 October 2026 we read the Serbian regulator’s register of online operators, the Croatian Tax Administration’s list of 12 online licensees and its blocklist of 9 October 2026, the Federation of BiH online list of 30 September 2026 and the Montenegro government’s list of 2 July 2025. We checked licence details in the footers of maxbet.ba and maxbet.me and on Germania Sport’s contact page, the tax provisions cited in each country guide, the self-exclusion rules in Serbia (Art. 95a), Croatia (HZJZ register), Slovenia (ZIS Art. 9) and Montenegro (Arts. 14-15), and the payment articles of the Federation of BiH and Montenegro laws. The margin examples are worked calculations, not bookmaker quotes. Written by Stefan Nikolić, fact-checked by Maja Horvat; our rating method explains how we compare operators. Frequently asked questions about betting sites

Which betting sites are licensed in Serbia?

The Uprava za igre na sreću register listed 25 online operators on 15 October 2026. The best-known bookmakers among them are Mozzart, MaxBet, Admiral Bet, Meridianbet, Soccerbet, Balkan Bet, Superbet, Oktagonbet, Betole and MerkurXtip, plus bet365.rs and 1xbet.rs through Serbian companies. Pinnbet was not on the register. Check uis.gov.rs before you open an account, because the list has no update date.

Is Mozzart licensed in Croatia?

No. Mozzart holds a Serbian approval and appears on the Federation of BiH online list as Mozzart BH Play, but it is not one of Croatia’s 12 online licensees. The Croatian Tax Administration has put mozzart.com on its blocklist of unlicensed gambling sites. Croatian players looking for a licensed bookmaker need one of the 12 companies on the Porezna uprava list, such as Germania Sport, PSK or Super Sport.

Can I use a Serbian betting account in Bosnia or Montenegro?

Licences in the region stop at the border, and in Bosnia and Herzegovina even at the entity line. Brands such as Mozzart, MaxBet and Meridianbet run separate country sites under separate local companies, for example maxbet.rs, maxbet.ba and maxbet.me. Read the terms of the site you register with, and use the one licensed where you live.

What is a good bookmaker margin?

Add up the implied probabilities of every outcome (1 divided by each decimal odd) and subtract 100%. On a three-way football market, 2.50, 3.20 and 2.90 give 105.7%, a margin of about 5.7%. Two-way markets priced at 1.85 and 1.85 carry about 8.1%. Lower is better, and margins usually widen on smaller leagues and live markets.

Are betting winnings taxed in the Balkans?

It depends on the country. Serbia does not tax winnings from licensed betting. Croatia withholds 10% to 30% depending on the amount, Montenegro 0%, 10% or 15% from 1 January 2026, and Republika Srpska 10% to 30% on the payout minus the stake. North Macedonia and Albania tax winnings at 15%, including winnings from abroad.

How do I check whether a betting site is licensed?

Use the official list for your country: the register at uis.gov.rs in Serbia, the Porezna uprava list of 12 online licensees in Croatia, the Federal Ministry of Finance list in the Federation of BiH and the Ministry of Finance registers in Slovenia. Match the company and the exact website, not just the brand name. In Republika Srpska no list is published, so look for the licence decision in the site footer.

Where can I get help if betting becomes a problem?

Serbia: Drajzerova hospital, +381 11 3671 429. Croatia: the HZJZ self-exclusion register, +385 1 4863 222, and Sveti Ivan psychiatric hospital, 01 3430 000. Slovenia: national self-exclusion, filed at a casino or with the online operator, and the Idrija hospital line, 041 481 566. Federation of BiH: Zavod za bolesti ovisnosti Kantona Sarajevo, 033/257-750. Licensed bookmakers must also offer limits and self-exclusion.

18+ only (21+ in Albania). Betting can be addictive; stake only what you can afford to lose.
