Online Casinos and Betting in Bosnia and Herzegovina: FBiH vs RS Rules, Bookmakers and Payments
Bosnia has three gambling laws: no online casino in the Federation, licences in Srpska and Brčko, player fines to 6,000 KM. Bookmakers, tax, KM payments.
Market: Serbia, Croatia, Bosnia and Herzegovina, Montenegro, North Macedonia, Slovenia, Albania, Bulgaria
Independent The operators on this page are listed because they hold a licence in the country we cover. We do not link to them, and no operator pays to appear or to change its place. Editorial policy
Online casino BiH has no single answer, because Bosnia and Herzegovina has three gambling laws. The Federation of BiH has no legal basis for online casino at all; its law permits only online lottery and online betting. Republika Srpska licenses internet games to companies with servers in the entity, and Brčko District allows online casino, betting and slots by approval, with servers in Bosnia and Herzegovina. All three ban advertising unlicensed operators and playing foreign games, and Republika Srpska and Brčko can fine individuals 2,000 to 6,000 KM. Minimum age everywhere: 18.
This guide explains each regime first, then the licensed bookmakers entity by entity, player fines, tax, helplines and payments in KM. The list further down shows operators from the Federation’s official online list, for comparison only: we have no commercial relationship with any operator, so there are no links, sign-up buttons or bonus figures, and unlicensed sites appear only as a risk. Everything was checked on 15 October 2026. For the rest of the region, go back to the Balkan Gambling home page.
Three jurisdictions, three gambling laws
Gambling is regulated at entity level, not by the state of Bosnia and Herzegovina. The Federation of Bosnia and Herzegovina (FBiH), Republika Srpska and Brčko District each have their own Zakon o igrama na sreću, their own regulator and their own fines. Where you live and where the operator is licensed decide which rules apply. The table puts the three side by side.
| Rule | Federation of BiH | Republika Srpska | Brčko District |
|---|---|---|---|
| Law | Sl. novine FBiH 48/15, 60/15 | Sl. glasnik RS 22/19, amended 131/20 | Sl. glasnik BD 6/22, 24/22, 24/24, plus a July 2025 amendment |
| Regulator | Federal Ministry of Finance (licensing); Porezna uprava FBiH (supervision) | Republička uprava za igre na sreću (RUIS), Ministry of Finance | Porezna uprava Brčko distrikta |
| Online casino | No legal basis | Internet games licensable to companies | Allowed by approval |
| Online betting | Lutrija BiH and bookmakers with 50+ betting shops | Licensable as internet games (Arts. 7, 85) | Allowed by approval |
| Server location | In the Federation | In Republika Srpska | In Bosnia and Herzegovina (not necessarily in the District) |
| Public list of online licensees | Yes (30 September 2026) | None found | None found |
| Advertising unlicensed operators | Banned (Art. 18) | Banned (Art. 11) | Banned (Art. 5) |
| Fine for an individual at a foreign site | None for adult players | 2,000-6,000 KM (Art. 116) | 2,000-6,000 KM (Art. 113) |
| Fine for a company | 5,000-12,000 KM (Art. 129) | 20,000-50,000 KM (Art. 114) | 5,000-30,000 KM (Art. 111) |
| Minimum age | 18 | 18 | 18 |
One consequence surprises many readers: a bookmaker licensed in one entity is not automatically licensed in the other two. The online rules also tie licensees to servers inside their own entity, so the market is split three ways.
Federation of Bosnia and Herzegovina: betting yes, online casino no
The Federation’s law is the Zakon o igrama na sreću published in Službene novine FBiH 48/15 and 60/15. The Federal Ministry of Finance grants licences and the Federation’s Tax Administration (Porezna uprava FBiH) supervises operators. The Federal Ministry of Finance gambling pages carry the law, the lists and the notices.
For online play the law is narrow. Online lottery is reserved for Lutrija BiH. Online betting is open to Lutrija BiH and to bookmakers that run at least 50 betting shops (Articles 109 and 116). One type of betting is excluded online: Article 109(3) bans offering, over the internet, bets on recorded or computer-generated events such as virtual races (the games of Article 78), which are allowed only in betting shops. Online casino has no legal basis at all. Servers must sit in the Federation, and deposits can be made only through licensed shops or banks in the Federation (Article 115).
An amendment bill on online platforms, put forward by the party HRS, is pending. Its status is unknown, so nothing in this guide assumes it will pass.
Advertising and player rules in the Federation
Article 18 bans advertising operators that offer online games without Ministry approval, and it bans taking part in foreign games, or games of another entity, paid from the Federation. Companies face fines of 5,000 to 12,000 KM and responsible persons 1,500 to 3,000 KM (Article 129). The fine article for individuals, Article 132, covers organisers and minors, so there is no fine for an adult player. The law has no blocking provision and no blacklist of sites.
Enforcement in the Federation targets betting shops. In March 2026 the Tax Administration reportedly carried out 1,062 inspections of physical betting shops. We found no case involving an online site, a player or a publisher.
Republika Srpska: internet games licensed inside the entity
Republika Srpska’s Zakon o igrama na sreću was published in Službeni glasnik RS 22/19 and amended by 131/20. The regulator is the Republička uprava za igre na sreću (RUIS) in the entity’s Ministry of Finance, telephone +387 51 340 770. The Republika Srpska gambling law text is on the government site.
Lottery and certain electronic games are reserved for Lutrija RS. Internet games can be licensed to companies (Articles 7 and 85), on condition that their servers are in Republika Srpska (Article 86). We found no public list of online licensees. One example of a licence shown on an operator’s own site: maxbet.ba names KRIJCOS d.o.o. Bijeljina and decision 06.05/463-3/24 of 25 June 2024 in its footer.
The strictest player rule in BiH
Article 11 bans advertising the organisation of games, or an organiser, without a licence. The same article bans playing foreign games paid from Republika Srpska and bans foreign online operators. Companies face 20,000 to 50,000 KM (Article 114). A natural person who breaks any part of Article 11 faces 2,000 to 6,000 KM (Article 116). On its face that covers both players and individual promoters. We found no case where it was applied to a player.
Brčko District: the most open online rules
Brčko’s Zakon o igrama na sreću Brčko distrikta BiH was published in Službeni glasnik BD 6/22, 24/22, 24/24 and 27/25 (the amendment adopted on 23 July 2025), and it has applied since 1 July 2022. The District’s Tax Administration (Porezna uprava Brčko distrikta) grants online approvals (Article 84 onwards).
Casino games, betting and slot games can all be offered online (Articles 33(4), 50(3) and 64(5)), provided the servers are located in Bosnia and Herzegovina; since the 24/22 amendment they no longer have to be in the District itself. That makes Brčko the only part of BiH where an online casino approval is spelled out in the law, although we could not find a public list of approval holders.
Article 5 bans enabling stakes in foreign games, promoting foreign games, foreign online operators and advertising operators without approval. Companies face 5,000 to 30,000 KM (Article 111) and natural persons 2,000 to 6,000 KM (Article 113).
Licensed bookmakers in BiH (kladionica BiH)
Most searches for “kladionica BiH” are for a small group of brands. Which of them is licensed depends on the entity, and only the Federation publishes a list of online licensees. Here is what official lists and the operators’ own sites confirm.
Federation of BiH: the official online list
The Federal Ministry of Finance list of online licensees for Q3 2026, dated 30 September 2026, follows an earlier notice of 19 January 2024. It names seven bookmakers. The lottery company Lutrija BiH is not on it, because its online right comes from the Federation law itself (Articles 8(2), 19 and 109):
| Operator | Online offer allowed in the Federation | Source |
|---|---|---|
| Lutrija BiH | Online lottery (exclusive by law) and online betting | FBiH law itself (Arts. 8(2), 19, 109); not on the approval list |
| Premier World Sport | Online sports betting | Ministry list, 30 Sept 2026 |
| Formula | Online sports betting | Ministry list, 30 Sept 2026 |
| Williams Kladionica | Online sports betting | Ministry list, 30 Sept 2026 |
| Sport Plus | Online sports betting | Ministry list, 30 Sept 2026 |
| Sport Plus Win | Online sports betting | Ministry list, 30 Sept 2026 |
| Bet-Live | Online sports betting | Ministry list, 30 Sept 2026 |
| Mozzart BH Play | Online sports betting | Ministry list, 30 Sept 2026 |
Three limits apply to every name on that list, and to Lutrija BiH’s right under the law. The licence covers the Federation only, not Republika Srpska or Brčko. It covers betting and, for Lutrija BiH, lottery, but never online casino, which has no legal basis in the Federation. And bets on virtual events stay in betting shops (Article 109(3)). Under Article 115, deposits go through the operator’s licensed shops or through banks in the Federation.
Names on the list do not always match the names on shop fronts. We have not confirmed that “Premier World Sport” is the company behind the Premier Kladionica brand, so compare the company named in the site footer with the Ministry list before you register.
Republika Srpska: no public list
RUIS licenses internet games to companies whose servers are in the entity, but we found no public list of online licensees. The practical check is the operator’s own site, where licensed operators show the company and the licence decision in the footer. maxbet.ba, for example, names KRIJCOS d.o.o. Bijeljina and decision 06.05/463-3/24 of 25 June 2024. If a site shows no Republika Srpska decision, you can ask RUIS directly on +387 51 340 770. Lottery and certain electronic games remain with Lutrija RS.
Brčko District: approvals without a published list
Brčko’s Tax Administration grants online approvals for casino games, betting and slots, with servers in Bosnia and Herzegovina, but we could not find a published list of approval holders. Ask the Porezna uprava Brčko distrikta before you rely on a Brčko approval shown on a site.
Brands we could not match to a Bosnian licence
Admiral Bet and Meridianbet also run .ba websites, but we could not confirm which company holds their Bosnian licences, so they are not in the table. The same goes for Oktagonbet and Betole, which hold Serbian approvals. A Serbian or Croatian licence does not cover Bosnia and Herzegovina.
We have no commercial relationship with any of these bookmakers, so we give no links, sign-up buttons or bonus figures. For what each brand offers, see our guides to Premier Kladionica, Mozzart, MaxBet and Meridianbet, or the regional overview of licensed betting sites.
Player fines and enforcement by jurisdiction
| Jurisdiction | Playing foreign or unlicensed games | Fine for an individual | Cases found |
|---|---|---|---|
| Federation of BiH | Banned (Art. 18) | None for adult players; minors aged 16-18 fined 500 KM (Art. 132) | None online; shop inspections only |
| Republika Srpska | Banned (Art. 11) | 2,000-6,000 KM (Art. 116) | None found |
| Brčko District | Banned (Art. 5) | 2,000-6,000 KM (Art. 113) | None found |
None of the three laws has a site-blocking procedure in force that we could find, and there is no public blacklist. That is the main practical difference from Serbia, Croatia or Montenegro, where blocking of domains or payments is part of the system. It does not change the legal position: playing at a foreign site is still banned in all three entities, and in two of them an individual can be fined.
Tax on gambling winnings
Tax also follows the entity. Republika Srpska has the clearest rules: Articles 101 to 104 of its gambling law tax winnings from lottery, betting, internet games and jackpots on a sliding scale, withheld by the operator, and betting winnings are taxed on the payout minus the stake.
| Jurisdiction | Rule |
|---|---|
| Republika Srpska | 10% above 1,000 KM up to 10,000 KM; 15% up to 50,000 KM; 20% up to 100,000 KM; 30% above 100,000 KM |
| Brčko District | Lottery: 10% on the part above 100 KM. Casino games: 25% of each win (Art. 107) |
| Federation of BiH | Gambling winnings are excluded from federal income tax where other federal or cantonal rules tax them (Income Tax Law, Art. 5 item 13) |
Because the mark is pegged to the euro, the Republika Srpska bands are easy to translate: tax starts above about €511 (1,000 KM), the 15% band starts at about €5,113 (10,000 KM), the 20% band at about €25,565 (50,000 KM) and the 30% band above about €51,129 (100,000 KM).
The rules above describe winnings paid by licensed operators. None of the three entities publishes guidance on winnings from foreign sites, so we make no claim about them.
Responsible gambling help in Bosnia and Herzegovina
The Federal Ministry of Finance publishes a list of treatment centres for gambling problems. The numbers below come from that list:
- Zavod za bolesti ovisnosti Kantona Sarajevo: 033/257-750
- UKC Tuzla, psychiatry clinic: 035/268-111
- Zavod za bolesti ovisnosti Zeničko-dobojskog kantona (Zenica): 032/244-544
- PROI (NGO): +387 33 558 506
- NARKO-NE (NGO): 033 215 088
We found no self-exclusion register in the Federation and no verified gambling helpline for Republika Srpska or Brčko District. If you live there, the Federation’s centres or your family doctor are the practical starting points. At any licensed bookmaker, set deposit and time limits in your account before you play, and take a break the moment gambling stops being entertainment. Our responsible gambling guide lists help for every country we cover.
Payments: convertible marks (KM), banks and betting shops
Bosnia and Herzegovina uses the convertible mark (BAM, KM). The Central Bank runs a currency board, and the rate has been fixed at 1.95583 KM per euro since 1997, according to the Central Bank of Bosnia and Herzegovina. The fixed peg makes euro amounts easy to convert, apart from your bank’s own fees.
Payment rules for gambling sit in the entity gambling laws. We found no Central Bank rule on payments to foreign gambling sites.
| Jurisdiction | Payment rule for online play |
|---|---|
| Federation of BiH | Deposits only through the operator’s licensed betting shops or banks in the Federation (Art. 115) |
| Republika Srpska | Playing foreign games paid from the entity is banned (Art. 11); licensees’ servers must be in the entity (Art. 86) |
| Brčko District | Enabling stakes in foreign games is banned (Art. 5); licensees’ servers must be in Bosnia and Herzegovina |
Each licensed bookmaker lists its own deposit and withdrawal methods in its terms; our bookmaker guides record them as the operators’ own pages state them. Paysafecard does not list Bosnia and Herzegovina in its own country selector, and we could not verify Skrill or Neteller coverage for the country.
On crypto, there is no state-level or Federation law; Republika Srpska reportedly registers virtual-currency service providers through its Securities Commission under a 2023 rulebook. Crypto does not change any of the gambling rules above. More on methods in our payment methods guide.
Licensed bookmakers in BiH compared
The list below shows three operators licensed online in the Federation of BiH: two from the Ministry list and Lutrija BiH, which holds its right by law. Five checks before you open an account
- Work out which entity’s rules apply to you: a Federation licence does not cover Republika Srpska or Brčko.
- In the Federation, find the operator on the Ministry’s online list; elsewhere, look for the licence decision in the site footer.
- Remember that online casino has no legal basis in the Federation, whatever a site offers.
- Read the payout rules and the tax the operator withholds before you place a large bet.
- Set deposit and time limits on day one; we found no national self-exclusion register to fall back on.

How we checked this page
On 15 October 2026 we read the Federation’s gambling law (Sl. novine FBiH 48/15, 60/15), the Federal Ministry of Finance’s online list of 30 September 2026, its notice of 19 January 2024 and its list of treatment centres; the Republika Srpska law (Sl. glasnik RS 22/19), Articles 7, 11, 12, 85, 86, 101 to 104, 114 and 116; and the Brčko District law (Sl. glasnik BD 6/22 to 27/25), Articles 3, 5, 7, 33(4), 50(3), 64(5), 84, 107, 111 and 113. We took the exchange rate from the Central Bank of Bosnia and Herzegovina and the maxbet.ba licence details from its site footer, and checked the Paysafecard country selector. Frequently asked questions about online casino in BiH
Is online casino allowed in Bosnia and Herzegovina?
It depends on the entity. The Federation of BiH has no legal basis for online casino at all: its 2015 law allows online lottery and online betting only. Republika Srpska can license internet games to companies with servers in the entity, and Brčko District allows online casino, betting and slots by approval, with servers in Bosnia and Herzegovina. We found no public list of online casino approvals in Republika Srpska or Brčko.
Can players in Bosnia be fined for using foreign gambling sites?
In Republika Srpska and Brčko District, yes on paper: both laws ban playing foreign games paid from their territory and set fines of 2,000 to 6,000 KM for natural persons. The Federation of BiH also bans taking part in foreign games, but its fine provisions cover organisers and minors, not adult players. We found no case of a player being fined in any of the three.
Which online bookmakers are licensed in the Federation of BiH?
The Federal Ministry of Finance list of 30 September 2026 names seven approved bookmakers: Premier World Sport, Formula, Williams Kladionica, Sport Plus, Sport Plus Win, Bet-Live and Mozzart BH Play. Lutrija BiH holds its online right by law, not through the list. Under the law only Lutrija BiH and bookmakers with at least 50 betting shops can offer online betting, and their servers must be in the Federation.
Are gambling winnings taxed in Republika Srpska?
Yes. Under Articles 101 to 104 of the Republika Srpska law, winnings from lottery, betting, internet games and jackpots are taxed at 10% above 1,000 KM up to 10,000 KM, 15% up to 50,000 KM, 20% up to 100,000 KM and 30% above that. Betting winnings are taxed on the payout minus the stake, and the operator withholds the tax.
Which bookmakers are licensed in Republika Srpska?
Republika Srpska licenses internet games to companies whose servers are in the entity, but we found no public list of online licensees. Operators show their licence in the site footer: maxbet.ba, for example, names KRIJCOS d.o.o. Bijeljina and decision 06.05/463-3/24 of 25 June 2024. If a site shows no Republika Srpska decision, ask the regulator RUIS on +387 51 340 770.
What is the minimum gambling age in Bosnia and Herzegovina?
18 in all three jurisdictions: Article 5 of the Federation law, Article 12 of the Republika Srpska law and Articles 3 and 7 of the Brčko District law. The Federation law even fines minors aged 16 to 18 who gamble, with a 500 KM penalty. The age limit applies to online play and betting shops alike.
Where can I get help with gambling in Bosnia and Herzegovina?
The Federal Ministry of Finance publishes a list of treatment centres: Zavod za bolesti ovisnosti Kantona Sarajevo (033/257-750), the psychiatry clinic at UKC Tuzla (035/268-111), Zavod za bolesti ovisnosti ZDK in Zenica (032/244-544) and the NGOs PROI (+387 33 558 506) and NARKO-NE (033 215 088). We found no verified gambling helpline for Republika Srpska or Brčko.
18+ only. Gambling can be addictive; play only with money you can afford to lose.
