Casino Slovenia: The Licensed Monopoly, Land Casinos and Player Safety
Only Casino Portorož holds an online casino concession in Slovenia in 2026. FURS sought 53 court blocks in 2025. Law, betting, tax, self-exclusion.
Market: Serbia, Croatia, Bosnia and Herzegovina, Montenegro, North Macedonia, Slovenia, Albania, Bulgaria
Independent The operators on this page are listed because they hold a licence in the country we cover. We do not link to them, and no operator pays to appear or to change its place. Editorial policy
Short answer: casino Slovenia rules make it the most tightly controlled gambling market in our region. Online casino games are open only to concession holders, and in 2026 that means a single company, Casino Portorož d.d., with three sites. Lottery and sports betting run through Loterija Slovenije and Športna loterija. Advertising any operator without a government concession is banned, with fines of up to EUR 52,500. The Financial Administration (FURS) asks the courts to restrict access to unlicensed sites: it filed 53 such proposals in 2025, but no public blocklist exists.
This guide explains the law first: who is licensed, how sports betting works, the land casinos in Nova Gorica, Portorož and Ljubljana, enforcement, advertising, tax and self-exclusion. It ends with the licensed market in practice: how to check a concession yourself, what it gives you as a player, and how deposits and payouts work at the licensed sites. For the wider region, start from the Balkan Gambling home page; for how to judge any casino site, see our online casino guide.

The law: ZIS and who enforces it
Slovenian gambling rests on the Zakon o igrah na srečo (Gaming Act, ZIS), first published in Uradni list RS 27/95. The consolidated text published on PISRS in September 2025 is the version we used for every article cited below. A new law has been discussed, but no bill was tabled in 2025 or 2026, and a narrow change to Article 6 was marked as not acceptable in February 2025.
The Ministry of Finance awards concessions and keeps the registers. Supervision belongs to FURS (Finančna uprava Republike Slovenije), through its special financial office. The ZIS text has not been updated since 2014 and still refers to an earlier supervisory body; FURS took over that role in 2014, and its games of chance supervision page states that it supervises the sector under ZIS, issues decisions and can prohibit an operator from continuing.
Article 3.a sets the online rule. Only holders of a permanent concession for classic games, or of a casino concession, may offer games online, and only the games written into their concession contract. In practice that creates a near-monopoly: a short list of Slovenian companies, and nobody else.
Licensed operators in Slovenia
The 2026 registers published by the Ministry of Finance show three companies with online rights.
| Operator | What it may offer | Online | Background |
|---|---|---|---|
| Casino Portorož d.d. | Online casino games (the only online casino concessionaire) | SuperCasino.si, 777Casino.si, Casino.si | Also runs land casinos in Portorož, Lipica and Ljubljana |
| Loterija Slovenije d.d. | Classic games (lottery draws and similar) | e.loterija.si | Entered in the court register on 28 September 1989 |
| Športna loterija in igre na srečo d.d. | Classic games including sports betting | e-stave.com | Founded on 25 October 1995 |
We list these companies for information only. We have no commercial relationship with any of them and do not link to their sites.
Loterija Slovenije
Loterija Slovenije d.d. (registration number 5022053) is owned by FIHO (40%), KAD (25%), SDH (15%), the sports foundation FŠO (10%) and its employees (10%), according to its own company page. Its online platform has deposit caps of €500 a day and €2,500 a month, as stated on its site.
Casino Portorož
Casino Portorož d.d. is the only company on the 2026 register of online casino concessions. If a Slovenian resident wants slots or table games online from a Slovenian-licensed operator, its three sites, SuperCasino.si, 777Casino.si and Casino.si, are the full list. They are three brands of one concession holder, so the same company, the same FURS supervision and the same national self-exclusion apply to all three. Any other casino site that takes Slovenian players does so without a Slovenian concession.
Športna loterija
Športna loterija in igre na srečo d.d. (registration number 5926670000) was founded on 25 October 1995 and appears on the 2026 register of classic-game organisers. Its online platform is e-stave.com. The sports betting section below explains why it, and not a private bookmaker, is the licensed route for sports bets in Slovenia.
Sports betting in Slovenia (športne stave)
“Športne stave” simply means sports betting, and searches for it are among the most common gambling queries in Slovenia. Locally, sports betting is a classic game, so it sits with Športna loterija, the company that holds that concession (registration number 5926670000). Its online betting site is e-stave.com, and it also runs a retail network.
Foreign bookmakers that take Slovenian bets hold no Slovenian concession. That includes the big Serbian and international brands that Slovenian readers often search for. They may be licensed at home, but in Slovenia they are unlicensed operators, and FURS can ask the courts to restrict access to their sites. Our guide to Balkan bookmakers shows where each local book is actually licensed.
What a Slovenian bettor should check
Odds are only one part of the picture. Before betting anywhere, confirm who holds the concession, finish the identity check, and read how withdrawals are paid. Tax is the other point. A Slovenian concession holder withholds the 15% tax on classic-game wins for you, and wins under €300 are not taxed at all, so the amount you are paid is final. A foreign bookmaker without a concession withholds nothing and leaves the question with you, on top of the blocking and complaint risks described below.
Land casinos: Perla, Portorož, Ljubljana and the rest
Slovenia’s casino concessions are concentrated in two companies. The Ministry of Finance extract from the casino concession register for 2026 lists nine entries:
| Casino | Location | Concession holder | Concession valid to |
|---|---|---|---|
| Grand Casino Portorož | Obala 75a, Portorož | Casino Portorož d.d. | 30.6.2029 |
| Grand Casino Lipica | Lipica 5, Sežana | Casino Portorož d.d. | 30.6.2029 |
| Grand Casino MONS | Pot za Brdom 4, Ljubljana | Casino Portorož d.d. | 30.11.2027 |
| Casino Perla | Kidričeva 7, Nova Gorica | HIT d.d. | 30.6.2029 |
| Casino Park | Delpinova 5, Nova Gorica | HIT d.d. | 30.6.2029 |
| Casino Korona | Vršiška 23, Kranjska Gora | HIT d.d. | 30.6.2029 |
| Casino Fontana | Zdraviliški trg 10, Rogaška Slatina | HIT d.d. | 30.6.2029 |
| Casino Mond | Sadjarska pot 15, Šentilj v Slovenskih Goricah | HIT d.d. | 30.10.2030 |
| Casino Drive-in | Šempeter pri Gorici (new location Polje 12 since a concession granted 22.11.2023, valid to 1.6.2027) | HIT d.d. | see location note |
Perla in Nova Gorica is the best known, close to the Italian border. For “casino Ljubljana”, the concession on the register is Grand Casino MONS. Entry rules are strict: the law sets the minimum age at 18 (Article 83 of ZIS), and casinos register every guest at reception against an identity document. A self-exclusion requested at one casino is passed to FURS and applies to every casino in Slovenia.
How Slovenia blocks unlicensed gambling sites
Slovenia does block foreign gambling sites, but not through a published list. Article 107.a of ZIS, added in 2010, says that when an operator ignores a prohibition, the Administrative Court orders internet providers to restrict access. The court must decide within 7 days of FURS’s proposal.
Some English-language pages describe a “FURS blocklist”. That is not accurate: there is no public list of blocked domains in Slovenia, so you cannot look a site up the way you can in Croatia. Each block comes from an individual court decision. ZIS also has no rule on blocking payments.
The scale of enforcement shows up in the FURS annual report for 2025:
- 151 inspections of illegal online gambling;
- 34 warnings and 37 prohibition decisions;
- 9 offence proposals;
- 53 proposals to the Administrative Court to restrict access to websites;
- 16 inspections of illegal gambling advertising.
For a player, a court-ordered block works like one in Croatia: the site stops loading on Slovenian connections, possibly with money still in the account, and no Slovenian authority will help you get it back. Because there is no public list, you will not get advance warning.
What a block means for a player with an account
A court-ordered block lands without warning, because there is no public list to watch. If an unlicensed site you used is blocked, the balance in that account becomes a matter between you and a foreign company. FURS does not settle disputes with operators it does not license, and we do not recommend, or describe, ways around a court-ordered block. The realistic steps are to ask the operator’s support by email for a withdrawal to the method you deposited with, keep copies of your account history and stop depositing. None of this applies at a concession holder, which FURS supervises directly and which cannot be blocked for operating without a concession.
Advertising rules
Article 6 of ZIS bans advertising for anyone who does not hold a government concession. The fines in Article 111 are among the highest in the region: EUR 7,500 to 52,500 for legal persons, EUR 1,500 to 10,000 for their responsible persons, and EUR 1,500 to 5,000 for individuals.
This is not dormant law. FURS carried out 16 inspections of illegal gambling advertising in 2025. Slovenia is also an EU member, so its authorities can reach publishers more easily than most of its neighbours. It is also one reason this guide names only operators that hold a Slovenian concession.
Where players stand
We found no offence in ZIS for an individual who plays at an unlicensed site. The fines in the act target operators, advertisers and their responsible persons. This is our reading of the statute, not a lawyer’s opinion, and it differs sharply from Croatia, where players face a fine of EUR 1,320 to 6,630.
No player offence does not mean no risk. An unlicensed site has no Slovenian concession, is not connected to the national self-exclusion system, can be blocked by court order without notice, and is outside the reach of FURS if something goes wrong with a withdrawal.
Tax on winnings in Slovenia
Winnings from classic games (lottery and similar, including sports betting at the concession holder) are subject to a 15% final withholding tax deducted by the organiser. Wins under €300 are not taxed. The rules come from the act on taxation of winnings from classic games (ZDDKIS, Uradni list 24/2008), and FURS explains them on its page on taxation of games of chance.
Casino winnings fall outside ZDDKIS. Whether they are untaxed as a result is our inference and not confirmed by FURS. For winnings from foreign online sites, the only guidance we found is an older opinion reported second-hand, and we could not confirm that it still applies. So we make no claim that offshore winnings are untaxed. If the amount is significant, ask FURS or a tax adviser.
Self-exclusion and help in Slovenia
Slovenia has one of the oldest national self-exclusion systems in the region. Under Article 9 of ZIS you can exclude yourself for 6 months to 3 years. The exclusion cannot be cancelled during that period and covers every Slovenian operator, online included. The form, “Izjava o samoprepovedi”, is published free of charge on the FURS eDavki portal, but you file it with an operator, and the route depends on the site. For Casino.si and 777Casino.si you hand in a signed form in person, with ID, at Grand Casino Mons Ljubljana, Lipica or Portorož. On SuperCasino.si you set it in your account (6 months to 3 years). On e-Stave you switch it on in your account or sign it at Dunajska cesta 22 on weekdays from 8:00 to 12:00, and Loterija Slovenije takes it at its main cash desk on weekdays from 9:00 to 12:00. FURS does not accept the form, and it cannot be submitted through eDavki. In 2025, 2,811 people registered a new exclusion, and 5,349 exclusions were active at the end of the year.
The register covers concession holders only. Unlicensed foreign sites are not connected to it, so a Slovenian self-exclusion only works fully for someone who stays inside the licensed system. Licensed sites also let you set your own limits in the account, and you can ask your bank whether it can block gambling payments on your card.

Payments and withdrawals at Slovenian licensed sites
Slovenia uses the euro, so accounts at the concession holders run in EUR and a Slovenian card or bank account needs no conversion. Online play is open only to people aged 18 or over (Art. 3.a), so expect an identity and age check when you open an account.
Deposit limits are the clearest difference from unlicensed sites. Loterija Slovenije states on its responsible gaming page that it has capped payments into its online games: you set your own deposit limit in the account profile, up to a maximum of €500 a day and €2,500 a month. The same page offers a self-test and links to its self-exclusion and help information.
| Licensed operator | Online site | Deposit limits | Tax on winnings |
|---|---|---|---|
| Loterija Slovenije d.d. | e.loterija.si | Set by the player, maximum €500 a day and €2,500 a month (operator’s own page) | 15% withheld by the organiser; wins under €300 not taxed |
| Športna loterija d.d. | e-stave.com | Not checked by us; see the operator’s terms | 15% withheld by the organiser; wins under €300 not taxed |
| Casino Portorož d.d. | SuperCasino.si, 777Casino.si, Casino.si | Not checked by us; see the operator’s terms | Outside ZDDKIS; treatment not confirmed |
We have not verified which payment methods each concession holder accepts (Flik, cards, Paysafecard or bank transfer), so check the cashier page of the operator you use before you deposit. Payouts go to a method in your own name, and a delayed withdrawal at a concession holder is a dispute with a company that FURS supervises. Our payment methods guide covers cards, bank transfers and e-wallets in more depth.
How to check that a gambling site holds a Slovenian concession
Slovenia makes this easy, because the list of online operators is so short. The Ministry of Finance publishes register extracts every year, and those documents are the record that counts, not a logo in a site’s footer.
- Open the register. The Ministry of Finance’s 2026 register of online casino concessions names Casino Portorož d.d.; the 2026 register of classic-game organisers names Loterija Slovenije and Športna loterija.
- Match the site. Online casino games: SuperCasino.si, 777Casino.si or Casino.si. Sports betting: e-stave.com. Lottery: e.loterija.si. A different domain, even one ending in .si, is not covered.
- Match the product. Under Article 3.a a concession holder may offer online only the games written into its concession contract.
- Expect an age and identity check. A site that lets you play without one is not working under Slovenian rules.
Our rating method explains how we assess operators across the region.
What a Slovenian concession gives you as a player
The games themselves often look alike from one site to the next. What differs is the protection behind the account.
| Protection | Slovenian concession holder | Unlicensed site |
|---|---|---|
| Status | On the Ministry of Finance register | No concession; advertising it is banned (Art. 6) |
| Supervisor you can turn to | FURS | No Slovenian authority can act |
| National self-exclusion (Art. 9) | Connected, 6 months to 3 years, online and in casinos | Not connected |
| Tax handling | 15% withheld on classic-game wins; wins under €300 not taxed | Nothing withheld; treatment not confirmed |
| Access | Stable | Can be blocked by court order without notice |
| Deposit limits | Operator caps (Loterija Slovenije: €500 a day, €2,500 a month) | Whatever the operator chooses |
| Slovene-language service | Yes | Varies |
For most readers the self-exclusion row is the one that matters. In 2025, 2,811 people in Slovenia registered a new exclusion, and it protects them only on sites connected to the system. The access row is the practical risk: an unlicensed site can stop loading after a court order while money is still in the account.
Slovenia compared with Croatia
Croatia and Slovenia, the two EU members among the former Yugoslav countries we cover, handle gambling differently. Croatia licenses 12 online operators, publishes a blocklist and fines players. Slovenia licenses one online casino company and two lottery companies, blocks by court order without a public list, and has no player offence that we could find. Both ban advertising of unlicensed operators. Read our guide to casinos in Croatia for the full Croatian picture. Bulgaria, the region’s third EU member, licenses online casino openly through its revenue agency (see our Bulgaria guide), and the non-EU neighbours are covered in our guides to Serbia and Bosnia and Herzegovina.
How we checked this page
On 15 October 2026 we read the consolidated ZIS text on PISRS for the online rule (Art. 3.a), advertising (Art. 6), self-exclusion (Art. 9), blocking (Art. 107.a) and fines (Art. 111). We opened the Ministry of Finance’s 2026 register extracts for online casino concessions, classic-game organisers and casino concessions, and copied the nine casino entries directly from the last one. Enforcement figures come from the FURS annual report for 2025, pages 105 to 106. Helpline numbers were checked on the Idrija hospital site and on Loterija Slovenije’s responsible gaming page, where we also read its deposit caps of €500 a day and €2,500 a month; the land-casino age rule comes from Article 83 of ZIS. We did not check the payment methods of each concession holder, and the page says so.
Frequently asked questions
Is online gambling allowed in Slovenia?
Only through concession holders. Under Article 3.a of the Gaming Act, online games may be offered by companies holding a classic-games or casino concession, and only for the games in their contract. In 2026 that means Casino Portorož d.d. for online casino, and Loterija Slovenije and Športna loterija for lottery and sports betting. Every other site is unlicensed in Slovenia.
Which online casinos are licensed in Slovenia?
Only Casino Portorož d.d. holds an online casino concession, according to the Ministry of Finance register for 2026. It runs three sites: SuperCasino.si, 777Casino.si and Casino.si. International brands that accept Slovenian players do not hold a Slovenian concession, are not connected to the national self-exclusion register and can be blocked by court order at FURS’s request.
Does Slovenia have a blocklist of gambling sites?
No public one. FURS proposes blocks and the Administrative Court orders internet providers to restrict access, deciding within 7 days. FURS filed 53 such proposals in 2025. Because each block is a separate court decision, there is no list to search, unlike Croatia’s published spreadsheet.
Can players in Slovenia be fined for using foreign casinos?
We found no offence for players in the Gaming Act; its fines target operators, advertisers and their responsible persons. That is our reading of the law, not legal advice. The practical risks remain: unlicensed sites can be blocked without notice, are not connected to self-exclusion, and FURS cannot help with disputes.
Are gambling winnings taxed in Slovenia?
Winnings from classic games such as lottery and sports betting at Slovenian concession holders carry a 15% final tax withheld by the organiser, and wins under €300 are not taxed. Casino winnings fall outside that act, and the treatment of winnings from foreign sites is not confirmed. Ask FURS or a tax adviser about large amounts.
How do I self-exclude from gambling in Slovenia?
Fill in the form “Izjava o samoprepovedi”, published free of charge on FURS eDavki, and file it with an operator: in person with ID at a land casino (also the route for Casino.si and 777Casino.si), in your account on SuperCasino.si or e-Stave, or at Loterija Slovenije’s main cash desk. FURS itself does not accept the form. You can choose 6 months to 3 years, and the exclusion cannot be cancelled early. It covers all Slovenian concession holders, online and land-based. Unlicensed foreign sites are not connected to it, so it works fully only if you stay with licensed operators.
Where can I bet on sports in Slovenia with a licensed operator?
Sports betting is a classic game in Slovenia, so it runs through the concession holder Športna loterija, online at e-stave.com and in its retail outlets. Foreign bookmakers, including well-known Balkan and international brands, hold no Slovenian concession. The minimum age is 18.
What is the minimum age for casinos in Slovenia?
The minimum age is 18, both online (Art. 3.a) and in land casinos (Art. 83). Casinos register every guest at reception against an identity document, so bring your passport or identity card.
