Online Casinos and Betting in Serbia: Licensed Operators, Payments and Player Protection

Serbia's register lists 25 licensed online operators (checked 15 Oct 2026). The law, player rules, tax on winnings, RSD vs EUR payments and helplines.

Short answer for anyone searching “online casino Srbija”: Serbia runs a licensed online market. The Games of Chance Administration (Uprava za igre na sreću) lists 25 approved online operators, including Mozzart, MaxBet, Admiral Bet, Meridianbet, Soccerbet and Balkan Bet. Foreign sites without Serbian approval are prohibited and can be IP-blocked. Players who use them break Article 10 of the law, but the law sets no fine for individual players, and winnings from licensed betting and online casino are not taxed. Minimum age: 18.

The list further down shows five of the best-known operators on the Serbian register, for comparison only. We have no commercial relationship with any operator, so this page carries no links to them, no sign-up buttons and no bonus figures, and unlicensed sites appear only as a risk. Every fact below was checked against the law text, the regulator’s own register and the operators’ published pages on 15 October 2026. For the wider region, start at the Balkan Gambling home page; for casino games in general, read our online casino guide.

The Games of Chance Law and its 2024 amendment

Serbia keeps its gambling rules in a single statute, the Zakon o igrama na sreću (“Sl. glasnik RS” no. 18/2020). Parliament amended it with no. 94/2024: the amendment was passed on 27 November 2024, published a day later and has applied since 6 January 2025, according to the regulator’s own announcement. We found no further amendment in 2025 or 2026. A consolidated text is available on Paragraf’s copy of the Games of Chance Law, a commercial consolidation rather than the certified gazette.

The starting point is Article 7. Organising games of chance is the exclusive right of the Republic of Serbia, which passes that right to operators by licence or approval. Classic lottery-type games stay with the state company Državna lutrija Srbije (Article 17). Online casino and sports betting work differently: private companies can run them once the regulator approves them.

What an online approval requires

  • A decision of the Uprava za igre na sreću, open to Državna lutrija Srbije and gambling companies (Art. 92).
  • Share capital of at least EUR 250,000 (Art. 93).
  • A deposit or bank guarantee of EUR 500,000 (Art. 94).
  • A ten-year term (Art. 97).
  • A fee of EUR 10,000 a month (Art. 101), plus 15% of gross gaming revenue, or 25% for live-dealer games, with a minimum of EUR 50,000 a month (Art. 102).

Those numbers explain the shape of the market. A newcomer has to post half a million euros before taking a single bet, so the list is dominated by bookmakers that grew up in betting shops. Article 10 item 31 adds a product rule: online poker played between players is banned, which means a peer-to-peer poker room cannot run under a Serbian approval.

The advertising bill that has not passed

In May 2025 the government sent parliament a stricter advertising bill: TV gambling ads only between 23:00 and 06:00, no influencers and no outdoor ads. As of 22 March 2026 it was reportedly still not on the parliament agenda, and we found no sign that it has been adopted since. Treat those limits as a proposal, not as the law in force.

The regulator: Uprava za igre na sreću

The Games of Chance Administration sits inside the Ministry of Finance. It decides on approvals, keeps the register of operators, supervises them and inspects illegal gambling. Its office is at Balkanska 53, Belgrade, and its switchboard is +381 11 765 2701. The website, uis.gov.rs, has Cyrillic, Latin and English versions.

Two parts of that site matter to players. A short self-assessment test helps you judge whether your gambling has become risky, and a page on illegal gambling explains how to report it. Reports go to [email protected]. The Uprava also runs the self-exclusion relay described in the help section below, which is one of the clearest differences between a Serbian-licensed site and one without Serbian approval.

Licensed online operators in Serbia (October 2026)

The only list that counts is the regulator’s register of operators of special games “preko sredstava elektronske komunikacije” (via electronic communication). When we read the Uprava’s register of approved operators on 15 October 2026 it named 25 companies. The page carries no “last updated” date, so check it again before you open an account anywhere.

The main licensed operators and the companies behind them

Most searches for kladionice in Serbia are for about a dozen brands. The table matches each brand to the company and registration number (matični broj, MB) under which it holds its approval, so you can find it on the register yourself.

Brand Company on the register MB Website on the register Also confirmed
Mozzart MOZZART D.O.O. BEOGRAD 20655364 mozzartbet.com On the Federation of BiH online list as Mozzart BH Play; not licensed in Croatia

Betole BET WINNER D.O.O. BEOGRAD 21500020 betole.com Serbian approval

Two points cause confusion. First, the brand names cross borders but the approvals do not: maxbet.rs, maxbet.ba and maxbet.me are run by three different companies under three different laws. Second, international brands also appear on the register through Serbian companies: bet365.rs (HILLSIDE NEW MEDIA), 1xbet.rs (SAFEPLAY) and rizk.rs (TOP SLOTS). The register names a specific website for each company, so check the domain as well as the brand name.

Pinnbet, one of the most searched bookmaker names in Serbia, does not appear on the register under any name as of 15 October 2026, so we do not describe it as licensed. We have no commercial relationship with any of the 25 operators and describe them for information only. Our guides to Mozzart, MaxBet, Soccerbet, Admiral Bet, Meridianbet and Balkan Bet cover each app and its payout rules, and the betting sites guide compares licensed bookmakers across the region.

Land-based casinos in Belgrade

The same register lists the companies approved to run casinos (igračnice): Grand Casino d.o.o. Beograd and JA Company d.o.o. Beograd. Only Državna lutrija Srbije appears as an organiser of classic games. Anyone searching for a casino in Belgrade is dealing with the same law and the same 18+ rule as online players.

How Serbia blocks foreign gambling sites

Article 122 paragraph 5 sets out what happens when a foreign operator offers games to Serbia without approval. The inspector issues a ban, and the competent authority arranges two kinds of blocking: blocking of the site’s IP address by telecom operators (“blokadom IP adrese”) and blocking of payment transactions by banks and other payment service providers in Serbia.

IP blocking is not new. It reportedly started at the mobile operator VIP mobile on 15 October 2020. Unlike Croatia, which publishes a list of more than 1,400 blocked domains, Serbia publishes no list, and we could not establish how many sites are blocked today or how often banks actually stop payments. If a site stops loading or a card payment to it is declined, either measure may be the reason. We do not publish workarounds: a VPN, a mirror domain or a switch to crypto does not change the legal position described below.

Advertising rules and the regulator’s May 2026 statement

Article 6 of the gambling law says that advertising of games of chance, including “posredno upućivanje” (indirect referral), must follow the Advertising Law and carry a warning about under-18s and addiction. The Advertising Law (Zakon o oglašavanju, “Sl. glasnik RS” 6/2016 and 52/2019) then goes further:

  • Article 54 prohibits advertising games of chance if the operator has no Serbian approval, and bans gambling ads on sites aimed at minors.
  • Articles 55 and 56 set content rules: no false claims about odds or chances, and bonus conditions must be stated clearly.
  • Article 78 sets fines of 300,000 to 2,000,000 dinars for legal entities, 50,000 to 150,000 dinars for natural and responsible persons and 50,000 to 500,000 dinars for entrepreneurs. Article 79 allows a ban on the activity for six to twelve months.

On 18 May 2026 the Uprava and the operators’ association SPIS published guidelines on protecting users from illegal gambling. Among the tactics the brochure attributes to illegal operators are “SEO i affiliate mreže” (SEO and affiliate networks), rankings without a clear methodology and influencer promotion. It asks the public to report such content to [email protected] and calls playing on foreign sites “posebno rizično” (particularly risky). The full text is in the regulator’s announcement of the May 2026 guidelines.

Where that leaves this page: Balkan Gambling is an independent guide to the licensed market. We name only operators that appear on the Serbian register, we carry no links to them and no bonus offers, and the method behind every comparison is published on our how we rate page.

Where Serbian players stand

Article 10 of the Games of Chance Law lists what is prohibited. Item 3 covers “učestvovanje u igrama na sreću koje se priređuju u inostranstvu, za koje se ulozi plaćaju na teritoriji Republike Srbije”: taking part in games run abroad when the stakes are paid from Serbia. Item 4 prohibits enabling the payment of such stakes, and items 19 and 20 prohibit enabling or taking part in online gambling run by anyone without approval.

The fine article, Article 132, names operators, legal entities, responsible persons and entrepreneurs. It does not name individual players. The accurate summary is therefore that participation is prohibited, but the law sets no fine for a player. The Criminal Code’s Article 352 (organising gambling without approval, punishable by a fine or up to two years in prison) is aimed at organisers, not at the people who place bets.

No fine does not mean no consequence. At an unapproved site you have no Serbian regulator to complain to, the national self-exclusion relay does not reach you, your card payments can be blocked under Article 122, and the tax treatment of any winnings is not addressed in official guidance.

Minimum age: 18

Minors may not take part in games of chance (Article 10 items 11 to 13), and adulthood in Serbia starts at 18 under Article 11 of the Family Law. Licensed operators are responsible for keeping minors out, so expect to prove your age and identity when you open an account.

Tax on gambling winnings in Serbia

The Personal Income Tax Law (Zakon o porezu na dohodak građana) treats the two families of games differently. Article 83 paragraph 4 exempts winnings from special games of chance, including those offered “preko sredstava elektronske komunikacije”, which covers sports betting, casino games and slots at licensed operators, online as well as in shops. Article 134 of the gambling law points the same way.

Type of win Where you play Tax treatment
Sports bet, casino game, slot Operator with a Serbian approval Not taxed (Art. 83 para 4)
Lottery-type (classic) game, single win up to the threshold Državna lutrija Srbije Not taxed (threshold indexed every year)
Lottery-type game, single win above the threshold Državna lutrija Srbije 20%, withheld by the payer (Arts. 86, 99, 101)
Any game Foreign site without Serbian approval Not addressed in official guidance

We found no guidance from the Tax Administration on winnings from foreign sites, so we do not tell you they are untaxed. If the amounts matter to you, ask a Serbian tax adviser before you rely on any assumption.

Responsible gambling help in Serbia

Serbia has no national gambling helpline that we could verify on an organisation’s own website. The verified contacts are treatment services:

  • Specijalna bolnica za bolesti zavisnosti (Drajzerova), Teodora Drajzera 44, Belgrade: +381 11 3671 429 and +381 11 2662 727. The hospital runs a day programme for non-chemical addictions and “MOST”, a club for treated gamblers.
  • Institut za mentalno zdravlje, Milana Kašanina 3, Belgrade: +381 11 3307 500. Its clinic treats addiction diseases; no gambling-specific programme is named on its site.
  • The Uprava’s self-assessment test on uis.gov.rs, a quick way to check your own habits.

Self-exclusion is built into the law. Article 95a requires online operators to offer self-exclusion and limits, from a minimum of 24 hours, and a permanent exclusion cannot be reversed for 12 months. The Uprava then passes your exclusion on to every online operator where you hold an account. We found no public national portal for players. An unlicensed foreign site sits outside this system, so an exclusion you set at a Serbian operator does not reach it. The same rules for every country are on our responsible gambling page.

Payments in Serbia: dinars, IPS, cards and crypto

Serbia’s currency is the dinar (RSD). Two domestic payment rails matter. IPS NBS, the National Bank of Serbia’s instant payment system, has run around the clock since 22 October 2018 with a ceiling of 300,000 dinars per payment, and DinaCard is the national card scheme, used alongside Visa and Mastercard cards issued by Serbian banks.

Each licensed operator lists its own deposit and withdrawal methods and its payout rules in its terms. They differ from brand to brand, so we do not generalise them here; our bookmaker guides record what each operator’s own pages state. Two checks are worth making before the first deposit: that the method you pay in with can also receive a payout, and how long the operator says a withdrawal to a bank account takes.

Method What it is What to know
IPS NBS instant payment National Bank of Serbia instant transfer, available 24/7 since 2018 Up to 300,000 dinars per payment
DinaCard Serbia’s national card scheme Domestic dinar card
Visa, Mastercard International cards issued by Serbian banks Payments to unapproved foreign gambling sites can be blocked (Art. 122)
Skrill E-wallet Serbia is not on Skrill’s list of non-serviced countries; its prepaid Mastercard is for the EEA and UK only
Paysafecard Prepaid voucher We found no Serbian locale or point of sale
Crypto Digital assets under the 2020 Digital Assets Law Accepted as payment only through a licensed provider (Art. 97)

The gambling law also covers payments to unlicensed sites. Article 10 item 4 prohibits enabling the payment of stakes in Serbia for games run abroad, and Article 122 gives banks and payment providers a legal basis to block such payments. How often banks block them in practice is something we could not establish.

Crypto has its own law. The Zakon o digitalnoj imovini (“Sl. glasnik RS” 153/2020) allows buying and holding digital assets through licensed service providers. Virtual currency is not legal tender (Article 2), and crypto can be accepted as payment for goods and services only through a licensed provider (Article 97). There is no crypto-specific gambling rule, and Article 10 items 3 and 4 of the gambling law apply whatever the payment method. More detail on our payment methods page.

Licensed operators in Serbia compared

The list below shows five of the best-known bookmakers on the Serbian register, each with the company name the register uses. The order is not a ranking and nobody paid to be in it: we have no commercial relationship with any operator, so there are no links and no bonus figures. Every one of them must offer self-exclusion and limits under Article 95a and is supervised by the Uprava.

Five checks before you open an account

  1. Find the company and the exact website on the Uprava’s register. A familiar brand name on a different domain is not enough.
  2. Install an app only from the website named on the register or from an official app store.
  3. Set deposit and time limits on the first day; licensed operators must offer self-exclusion from 24 hours upwards.
  4. Read the payout rules: the maximum payout per ticket, how void legs are settled and how long a bank withdrawal takes.
  5. If a site that is not on the register advertises to you, report it to [email protected].

Frequently asked questions about online casino in Serbia

Is online gambling allowed in Serbia?

Yes, through licensed operators. Serbia’s Games of Chance Law lets companies run online casino and sports betting once the Uprava za igre na sreću approves them, and its register listed 25 online operators on 15 October 2026. Foreign sites without that approval are prohibited and can be blocked. Lottery games stay with the state lottery, Državna lutrija Srbije, and online poker between players is banned.

Can Serbian players be fined for playing at foreign casino sites?

Article 10 item 3 of the Games of Chance Law prohibits taking part in games run abroad when the stakes are paid from Serbia. The penalty article, Article 132, names operators, legal entities, responsible persons and entrepreneurs, but not individual players, so the law sets no fine for a player. The regulator still describes foreign sites as particularly risky, and payments to them can be blocked.

Which online casinos are licensed in Serbia?

Only the 25 companies on the Uprava’s register of online operators, as of 15 October 2026. They include Mozzart (mozzartbet.com), MaxBet, Admiral Bet (admiralbet.rs), Meridianbet, Soccerbet, Balkan Bet, Superbet, Oktagonbet, Betole, MerkurXtip, the state lottery and international brands such as bet365.rs, 1xbet.rs and rizk.rs. Our list on this page shows five of them for comparison.

Are gambling winnings taxed in Serbia?

Winnings from special games at licensed operators, which covers sports betting, casino and slots including online play, are not taxed under Article 83 of the Personal Income Tax Law. Lottery-type wins are not taxed up to a threshold that is indexed every year and are taxed at 20% above it, withheld by the payer. Official guidance does not address winnings from foreign sites.

Is Pinnbet licensed in Serbia?

We did not find Pinnbet, or its reported operating company, on the Uprava’s register of online operators when we checked it on 15 October 2026. Until the brand appears on that list we do not describe it as licensed. The register at uis.gov.rs is the only reliable check, and it is worth looking at it yourself before you open an account with any bookmaker.

How can I check whether a betting site is licensed in Serbia?

Open the Uprava’s register at uis.gov.rs and go to the list of operators “preko sredstava elektronske komunikacije” (online). Each entry names the company and the website it may use, for example MOZZART D.O.O. BEOGRAD with mozzartbet.com. If the site you are looking at is not there, it has no Serbian approval, it can be blocked, and you can report it to [email protected].

Where can I get help for a gambling problem in Serbia?

The Special Hospital for Addictions in Belgrade (Drajzerova), Teodora Drajzera 44, runs a day hospital for non-chemical addictions and the MOST club for treated gamblers: call +381 11 3671 429 or +381 11 2662 727. The Institute of Mental Health (+381 11 3307 500) has an addiction clinic. Licensed online operators must also offer self-exclusion from 24 hours upwards.

18+ only. Gambling can be addictive; play only with money you can afford to lose.
